This will make sure that there are no 3rd party additions interfering with your Mac (3rd party additions are a very common cause of all kinds of Mac problems). In addition, without 3rd party additions running, there is going to be more RAM and CPU available for the task at hand (But I will note, that Safe mode also runs some more conservative device drivers, so things like your video performance may not be normal).
If trying to download in Safe mode does not work, see if you can connect directly to your router with an Ethernet cable to eliminate any WiFi issues.
If that does not work, then can you take your Mac to another location where Internet is available (an Apple store would be idea; and if you have one nearby, you could even ask them to do the install). But a coffee shop, book store, or other business that offers free WiFi. You DO NOT need to actually go ahead with the install. You can 'Quit' from the install after the installer has finished downloading, and do the install at home.
Switching gears - If the installs are failing after the installers have been downloaded.
This can happen if there is damaging 3rd party software install. There is a entire host of 3rd party additions that can interfere with normal Mac operations, and software upgrades due to incompatible drivers (kernel extensions).

So, you’ve decided to download an older version of Mac OS X. There are many reasons that could point you to this radical decision. To begin with, some of your apps may not be working properly (or simply crash) on newer operating systems. Also, you may have noticed your Mac’s performance went down right after the last update. Finally, if you want to run a parallel copy of Mac OS X on a virtual machine, you too will need a working installation file of an older Mac OS X. Further down we’ll explain where to get one and what problems you may face down the road.

STEP 1. Prepare your Mac for installation
